I bought 100 shares @ of Rs.115/-. Will it be a good strategy to add another 100 shares at the current price or book loss by exiting from the counter? Please advise quickly.

Yes, To avarage you can add another 100 shares at current price and than after few weeks you can exit . In this way you can minimise your loss or may be no loss.

You may add 400 shares. Govt is going to announce some relief to telecom sector soon

Just forget this script for a year or so, Just as we forget the Bank Fixed Deposite. Thus, you may not incure any loss and would come out of your investment.
If you can average it around 48, buy 100 shares. Again wait for a year and you will have a handsome gain.
Otherwise, book loss and you will see, as you do it, in next one or two weeks stock would show progress.
Buy when other sell, and sell when other buy.
