This partial deregulation is a good step which will benefit the economy in the long run, however, as you have also pointed out it should not be used as a political tool to gain mileage otherwise it will loose it`s purpose.
Now the Govt needs to restructure the tax structure on fuel because it is a heavy burden on the common man, on the one side there are import duties and VAT and on the other there are these subsidies, this mess needs to be sorted out once and for all. Believe me no one minds paying the market price if these taxes are removed or at least rationalized.

It is good to allow the decision to determine the price of Diesel by the Oil producing companies so that the price will be market related relieving the govt to concentrate on other important issues connected to management of other important matters.
Actually Gove decision not to increase prices in past 30 years was a sad decision. If they have done the increase gradually in last 30 years, it would not be much painful. Now they have to increase the price and maintain equal price for both petrol and diesel to reduce the country deficit. in addition, I would suggest let the Govt reduces import duty and increase a little VAT to allow import of petrol and diesel, this will make the market healthy and govt revenue will continue to increase.
