No, i think the Govt is just trying to mop up more and more money form anywhere and everywhere and as a result the telecom companies which are as it is reeling will perhaps suffer more. This fee will be passed on to the consumers who will now have to pay more.
just to hush up the corruption in allotting the spectrum, Govt; is offering cleansing act by levying extra charges for its use, which shd have been charged at much higher rates at the initial stage itself.
those having more than 6.2 must pay more as the government has no contractual obligation to do so, and they got any thing higher than 6.2 Mhz as a largesse from government. Where as those operators with 4.4 mhz initial spectrum should not be charged extra, as the government is contractually bound to provide them 1.8 Mhz extra. now government is utlizing its dominant position to amend a clause in the contract and making them pay. All being done In the name of level playing field.
