Yes, the Govt needs to consider the pros and cons of decontrolling the sugar sector before taking a final call. Any system without checks and balances is bound to be a failure.
One thing that would be good is that corruption would reduce because favours asked for by officials and politicians, which are ultimately passed on to the consumers, will not be there anymore.
Govt has to give sugar ,gas and petrol free.Who is demonstrating on the road the well to do. poor man go without it no problem diabetes or cholesterol or blood pressure.
all part of game plan why we should not give parliament to private party,because by decontrolling every thing what ministers and govt nominies will do why citizen and Tax payers will lift that burden,and organised corruption...

This levy and non levy of sugar system is coming since my childhood. Now I am 57 years and still the same system is being continued. This itself indicates, how we are living with inefficiency for years with out any modernisation of distribution system of essential commodities to the poor. We have removed almost all curbs on all food related products except Sugar. Why not sugar? Nobody is dare enough to ask this question. The average difference between the market price and the PDS price is mere Rs.10 -12 per kg. Assume each card holder will get 3 k.g. a month, he will save anything between Rs.30 - 36 per month. How much it costs to him travel from his home to ration stores and back home? Most of the ration shops gives only 960 - 975 grams sugar per Kg ( weighting frauds). It means vitually no benefit to the consumer. If this sugar which are used in PDS, procured through Levy is released in the market, the price will come down significantly. By removing this stupid system, the sugar mills, the consumers will be better off.
In case of abnormal rise, retail FDI should come to the rescue. Anyway, the government also has bumper stocks for distribution thru ration shops. The experiment is worth the try.
