True. Ministers do not receive bribe. Party chief receives all the money & pays paltry sum to the ministers to keep them happy !

Enalarge the definition of corruption. do not limit to taking bribes. nepotism favouritism, unfair favours, allowing people down the line to loot and keep your eyes and ears closed and defend such inaction by asserting that you are personally honest.

The key word is MOST . You most of them live with the intrest of 3 ( I, ME, MYSELF) before the NATION. Probably thinking `If I have enough, then I will do for others`. And this self charity never ends & the become mature flock of the corrupt Bird. Then `Birds of a Feather Stay Together`.
