Expenditure on space machine is justified only when the expenditure is resulting in some useful contribution to the society. Expenditure on SLV mission and defence is justified but not something for a moon mission. Nobody is even thinking about moon mission nowadays even the most advanced countries like US. As such spending tax payers money on moon mission is sheer wastage.
